§ 10-308. Leases of State-owned property to business entities

   (a) "Minority business enterprise" defined. -- In this section, "minority business enterprise" has the meaning stated in Title 14, Subtitle 3 of this article.

(b) Minority business enterprise regulations and goals. -- Each unit of the State government that leases State-owned property to business entities shall adopt regulations that establish procedures for awarding the leases. The procedures shall be structured to try to achieve participation by minority business enterprises in:

   (1) 10% of the total dollar amount of the leases; and

   (2) 10% of the total number of leases.
