§ 2-205. Rules

   (a) Power of Secretary to adopt. -- The Secretary may adopt rules necessary to:

   (1) promote the effective and efficient performance of the duties of the Department; and

   (2) ensure the good government of the Department and its employees.

(b) Changes to rules. -- The Secretary may suspend, amend, rescind, abrogate, or cancel any rule adopted by the Secretary or any former Secretary.
