§ 4-103. Municipality as corporation; general powers

  •    (a) Corporation. -- The residents of a municipality are a municipal corporation.

    (b) General powers. -- Under the municipality's corporate name, the municipality:

       (1) has perpetual succession;

       (2) may sue and be sued; and

       (3) may enact and adopt ordinances, resolutions, or bylaws necessary to exercise the authority of the municipality.
