§ 8-308. State Advisory Council

  •    (a) Appointment. -- With the approval of the Governor, the Secretary shall appoint a State Advisory Council.

    (b) Composition. -- The State Advisory Council shall consist of:

       (1) an equal number of members who represent employees and who represent employers; and

       (2) the number of members who represent the general public that the Secretary sets.

    (c) Qualifications of employee and employer members. -- Each member of the State Advisory Council who represents employees or who represents employers shall be an individual who is regarded as a representative of employees or employers because of affiliation, employment, or vocation.

    (d) Tenure; vacancies. --

       (1) The term of a member of the State Advisory Council is 4 years.

       (2) At the end of a term, a member continues to serve until a successor is appointed and qualifies.

       (3) A member who is appointed after a term has begun serves only for the rest of the term and until a successor is appointed and qualifies.

    (e) Compensation and reimbursement. -- Each member of the State Advisory Council is entitled to:

       (1) $ 50 for each day that the Council is in session, not exceeding $ 1,500 per year; and

       (2) reimbursement for expenses under the Standard State Travel Regulations, as provided in the State budget.

    (f) Duties. -- The State Advisory Council shall help the Secretary to:

       (1) develop policies and discuss problems related to the administration of this title; and

       (2) ensure impartiality and freedom from political influence in the solution of those problems.
