§ 9-101. Definitions

   (a) In general. -- In this subtitle the following words have the meanings indicated.

(b) Executive authority. -- In this title, "executive authority" includes the Governor and any person performing the functions of governor in a state other than this State.

(c) State. --

   (1) "State" means a state other than this State.

   (2) "State" includes the District of Columbia and any other state or territory of the United States of America.
