§ 12-309. Appeals from award of video lottery operation licenses

(a) In general. -- A petition for judicial review of a final decision by the State Board of Contract Appeals in an appeal from the award of a video lottery operation license by the Video Lottery Facility Location Commission may be heard in the circuit court of any county in which venue would be appropriate under § 6-201 of this article.
(b) Order on court's docket. -- Except for cases that the court considers to require a higher priority, a proceeding under this section, including any subsequent appellate judicial review, shall:
(1) Take precedence on the court's docket;
(2) Be heard at the earliest practicable date; and
(3) Be expedited in every way.
(c) Writ of certiorari to Court of Appeals. -- Notwithstanding any other provision of law, a party to a proceeding under this section may appeal the decision of the circuit court only by a petition to the Court of Appeals for the issuance of a writ of certiorari.
