§ 2-707. Authority of Secretary; rules and regulations

   (a) Authority of Secretary. -- The powers and duties vested in the Board by the provisions of this subtitle are subject to the power and authority of the Secretary.

(b) Rules and regulations. -- In addition to the powers set forth elsewhere in this subtitle, the Board may:

   (1) Adopt rules and regulations to carry out the provisions of this subtitle, including:

      (i) Filing applications for licenses; and

      (ii) The qualifications of applicants; and

   (2) Set standards to create classes of licenses under this subtitle.
